Locker room lockers

Why is it that when there are 5 rows of 300 lockers in a locker room, the gym employee only gives out keys to lockers that are all on the same row? Is it lax employee training? Is it a disgruntled employee that just doesn’t care? Or is it the college guy who works at the front desk that thinks it would be funny to make all the women have lockers next to each other?
